My Mrs and myself did a road trip round NZ for 3 months. I reckon there's at least one piece of rubbish every meter on side of our roads were ever we drove. We did top to bottom and all Nat parks we could drive to. Broke down in a isolated spot coming out of French pass Rd and a casual look down the bank was a crap load of rubbish down there including disposable baby nappies. Awesome trip spoiled by lazy, cnuts who don't give a flying you know what about there own country.
I am walking around checking a line of my high country traps by a lake edge that is administered by DOC and I find hidden in a matagouri bush, right on the lake edge a big black plastic rubbish bag. I pick it up and carry it back to my truck. I get home and the rubbish hadn't been there that long so I sort thru it and lo and behold there in the bag is an Auckland to ChCh Air NZ seat ticket with Mr K.... 's name on... BINGO got ya ya bastard. I photograph all the rubbish and airline ticket and advise DOC... a few days later I get a reply, "oh we dont have the time to chase this up" , WTF !!!!

Long shot...try a rich guy who values the outdoors...err Bob Jones. He'll have access to a private investigator. Would be great to make an example of a grubby bastard.
Or even better, give the data to your local Green MP, see if they think enough to do something???
fish and game ranger also has warrent and can issue fine for littering,it goes through COUNCIL so try that avenue next time... the council can issue a 5 figure fine....pity they dont do so more often
as for campervans...if we as a country werent so stingy..we would have toilet stop spots every 50kms along the road and have big skip bins there too..cameras on skips and fly tipping of domestic crap like TVs fine the crap out of folks..... would be full time job for 15-20 people to look after the waste and keep loos clean.
the biggest issue for those on the road is finding somewhere to legally/morally/ethically put rubbish when traveling along....
septic tank dumping spots are around but often not well sign posted....having used portaloo camping with family I know where most local ones are.

During the first lockdown one of the things we did was go for a walk up the road for exercise. Thought it would be a good idea to take a bag to put rubbish in. We'd do 3 km ish one way. We filled up two grass seed bags on first trip, next day another bag. The next weekend (I was working during the week) we did rhe same walk....the area we had cleaned up ...we picked up more rubbish....during lockdown....???
Humans are messy bastards. Nothing gunna really change. The tidy humans will pick up after the messy humans. Been that way for eons. Nothings gonna change.

I know a builder who got sick of people putting residential rubbish in his skip and would go through it and find a name/address etc and go dump it back on thier front lawn, or one time found a phone number and rang up pretending to be the council, had the guy in tears
I took the metal detector up moonlight creek on west coast a few years back, I went up a side stream and began detecting when all of a sudden I got a big hit.I thought to myself I have struck the jackpot as I was pretty remote so I dug furiously only to find an old beer can.
Rubbish is even in our most remote places, I can't tell you how much crap I picked up metal detecting and I never did find even one peice of gold.
When hunting think safety first
once upon a time..burn it bash it bury it..was the normal way to do things........ folks have got very lazy.
