Not a bow really, more like a second cousins to a spear gun.
It takes 43 muscle's to frown and 17 to smile, but only 3 for proper trigger pull.
What more do we need? If we are above ground and breathing the rest is up to us!
Rule 1: Treat every firearm as loaded
Rule 2: Always point firearms in a safe direction
Rule 3: Load a firearm only when ready to fire
Rule 4: Identify your target beyond all doubt
Rule 5: Check your firing zone
Rule 6: Store firearms and ammunition safely
Rule 7: Avoid alcohol and drugs when handling firearms

I think they said a compound bow was around 150 fps and a crossbow was 250 fps

Watch the movie hard target with van damme, there was a similar weapon in it and that was 1993!
A bit of a shame to see a poor farm bison in a game park being the victim of that hunting actor.
Compound bow is 320/ 350 fps. Crossbow bow is above 400fps.

I think you will find it would be considered a PreChargePneumatic (PCP) Air gun that shoots arrows. As such you would likely need a FA license. I also suspect that the powers that be would consider to arrow to be a projectile. I see why they would want to consider it a bow in the US as bow hunters get an early start on hunting season. Interesting, but would it have any advantage over alternatives here for anyone?

I guess it would mean people who cant draw or shoot a bow can essentially go bow hunting.

    Call it arrow hunting.
In some us states they have legislation that forbid the use of anything else than a proper bow for hunting and the crossbow can only be used by disable people which is fair game. ( we are talking deer hunting on public land here).
On private land or game park you can hunt with whatever you want, no issue there.
