Don't know that we can comment on whats changing currently as the goal posts are moving.
Had a meeting at my local NZ First office this week. She was very receptive to some arguments around range impacts on retiree's who are not computer literate such as several in my local NZDA. Plus her daugher was a member at our local pistol club. Got in a push for 3 gun as well since my son was looking at it in hamilton

As long as the paper work is current you will be fine.
NB if you are flying domestic in NZ you had better contact the airline and let them know you are carrying a rifle, ammo and epirb. Do this once you have your ticket numbers etc. They will then be expecting you. I flew last year in April without any issues with a couple of rifles. Just had to book extra baggage.
Phone them and get someone name etc while you do it.
Epirb is meant to be in your carry on bag.
