Its much easier to develop your skill level with good equipment. Statements like “shoots better than I do” are just an excuse.

A hunter who has, over the years, used a stable, sub moa rifle that fits, with a new, high performance scope and good ammunition will be able to pick up that heirloom wood/blue 20th century piece under a fixed 4x and make it sing.

This is what Jeff Cooper meant by “capable of using a rifle to its potential”.
