    They will if you restrict the barrel some how, I would suggest a suppressor with a blanking plate between a couple baffles.

    Just freeze a hare or rabbit and place it out 60m from where you'll "stumble across it"
    You have to sell it in the moment but it's pretty classic

    I spoke to one of the bigger ammo importers and apparently birdshot 22 shells still fall under the definition of shotshells, so are not prohibited. We want this guy to think he's missed the target with every shot, maybe adjusting the scope is the way to go.
