Unless something has recently changed, then the threshold for attracting duty is goods (including shipping) to the value of about $400nzd.
They don't claim GST if the amount payable is under $60nzd. The threshold to meet the $60nzd in duty is about roughly $400 in goods/shipping.
So to summarize, a $1000 order from overseas should certainly attract duty - if they find it.
Orders under $400 will not usually attract duty, as the duty payable is under $60. They don't bother collecting duty under $60 as it costs more in logistics trying to collect it than they make from it.
