It was toyed with on sniper / tactical rifles a couple of decades or so ago. The thinking was apparently that mud and ice in/on the action could escape and not get stuck in the action or cause it to bind up. The theory sort of makes sense, but I'm on the fence as to whether it serves any real function. It can look pretty cool on the right rifle though.
@mikee - that Tikka looks like the rifle equivalent of a plane with counter-rotating props!
