Be rediculas to change a 7rm to 280 ai
Think exactly the same except a few hundred feet per second slower
Lightly load the 7rm and its there
Otherwise you'd have to be crazy

Non magnum
Less power
Less bang
Less recoil
Will still hit harder then 7mm08 and 308
He could do it as a nice bush gun and leave the 300 as a sole longrange gun.
Sure he could sell and buy a bog standard 7mm08 or 308 but where is the fun and excitement in that?
Konus binoculars " The power to imagine"
low load the 7RM and there will be exactly that as well
just cut it short and suppress it if you want a bush gun, you plan to ditch the barrel anyway why not use it?
Ether 7mm saum or 284. I know theyre short action calibers but having them in a long action lets you use what ever weight pill seated where ever you want it with no issues around mag length ect. Personally id go 284 because im keen to see how they go sub 20 inch. The 20 inch ones ive seen go well.
Sell it all an build on my stock and action I have for sale haha but I would say that
Lets forget about the 16" barrel and "efficiency" for a the rest of this discussion because 16 is too short and theres not a lot of options cal wise.
So lets go back to magnums.
How fast would you expect the 7RM to be in a 18"?
SAUM! what about a RCM. From what i have been reading they are designed for shorter barrels maybe not 18" but short.
What about the 375R!!!. you would loose a bit of velocity but would have plenty of energy!! It would fit in my mag 3.34 i think.
What other magnums? go nuts! a SS suppressor should control muzzle blast. it wont fire 100's of rounds so reloading costs dont matter. Or is this ludicrous and im showing my inexperience?
.350 Remington magnum for something different
