In the case of the Tacticool stock (now called pro varmint) Customs NZ stopped one as it was a "tactical" stock and asked for police import paperwork even though it is A cat. Boyds then assumed ALL stocks required import paperwork and were restricted and for abut 6 months refused to ship ANYTHING to NZ because a stock got sent back / refused. In part this would have not been an issue if Customs had someone who actually understood NZ firearms law with a bit more detail. (NB the stock that caused it all was for a BOLT action so that simple piece of information would have meant it was not E cat...)
It looks like they have actually restricted the Rapid Fire sales.
So a stock has to be under $100 but not on sale.
They are not replying to my questions on this.
They like a lot of American companies probably aren't to interested in dealing with the ambiguity of the exportation of firearm components with the US government.
Not worth the risk of legal battles for something so cheap.
It was only a cheap bushnell for the 22 but still would have been $150 landed less than H&F

You

It’s not an uncommon practice for manufacturers to protect their dealers in other countries - Aimpoint, Burris, EOTech, Kahles, Leupold, Nightforce, Redfield, Schmidt & Bender, Sightron, Steiner, Swarovski, Trijicon, Vortex and Zeiss all prohibit export of their products.
Please consider this Nikon product as an alternative:

I have this on a Ruger 10/22 and a Ruger Charger.
Buy a Nikon and hope some useless ripoff agent doesn't take them on.
Protectionism BS again.
That's a good outcome. Reloaders have some good scope prices.
Not really. It looks like they have decided to deal with one or two companies to import them rather than one stock at a time. And they dont have to piss around with customer service cos they cant do that anyway...Because the importer deals with larger volumes, there will be less hassle for them and less work. Essentially they have become a manufacturer / wholesaler and let others do the legwork.
Chill there brothers! we can take our tinfoil hats off, just got this from Boyd's

Subject: Rapid fire sales to New Zealand
Hi, I tried buy a classic stock on rapid fire sale but couldn't proceed as your site said that shape was restricted in NZ.
I have bought 3 other stocks from you in the past no problems. What has changed to bring this about?
Rapid fire sales are the only way we can get your stocks without needing a US export permit.
Can you please explain why everything has changed as a classic shaped stock is not restricted in any way in New Zealand.
Hello,
I do apologize for in the inconvenience we are working on getting this fixed please try again in 24 to 48 hours.
Thanks
