That silly shit won't fly here, an 80% lower is still obviously an AR Lower.

Convicted felons being able to buy 80% lowers and skip their background check in the US is fucked, needs to be clamped down on big time.

ITAR is based off ATF regulations.

There are 400 - 600 million firearms in the United States. Unfortunately if there's a will there's a way.

ITAR regulations dictate that information and material pertaining to defense and military related technologies (items listed on the U.S. Munitions List) may only be shared with U.S. Persons. I'm actually register with ITAR, they take 2,500 dollars per year from me and I never see them.

So is an 80% lower classified as “the action of a firearm”?

Unfortunately it leaves out any element of common sense and just restricts everything Military related.
When a Blue Force Gear 2 point sling is restricted but a Magpul one is not, both being made from nylon webbing and plastic fittings, it gets a tad ridiculous.

Also I don't believe it is quite as simple as you make it out too be, as a lot of companies seem to be shit scared of ITAR regulations and are unwilling to send items that are even remotely tactical/military looking.
