Agreed. There can be a certain amount to 'at the counter' resistance and obstruction. The NSA has placed most of the usually required police application forms on it's website. If a form is downloaded, filled in and handed to the arms officer with the applicable fee, that can avoid 'at the counter' request, explain, argue, obstruct, regime.

I does depend on which arms officer you have, I had a good relationship with the arms officer in Dunedin which continued at Auckland Central. When I moved to Manukau I found them a lot less helpful than Central, so I kept dealing with them. One of the officers in Manukau has a reputation as being anti-endorsed firearms, have a chat with the guys from Serious about him.
You can get a ribbing if they don't really want you to import something...
