Burris do make offset inserts for their 30mm Signature range Zee rings, at least they did 8 years ago.

I don't think they know what they are talking about. I definitely had off set inserts in my 30mm Burris rings.
I see. The inserts are not sold separately. They only come with 0 and 10 in the package with new rings. Looks like I'll need to buy 2 new sets to get the inserts as the set I already have only has the 0's.

Why do you need two sets of inserts? The inserts do not show MOA. They are +/- inches I think. The actual MOA depends on the distance between bases. To get the maximum amount put the -.10 on the bottom at the front and the +.10 at the top on the front. Put the +.10 at the bottom on the back and the -.10 at the top on the back.
If you do the maths you should be able to work out how many MOA it is. Not that it really matters how much you actually get.
With a 20MOA base only you will easily get to 1000yds and stay in the middle part of the adjustment range.
