The permit is not from the RCMP, it's from Department of Foreign Affairs and International Trade Canada (DFAIT).
Firearms, Related Goods and Ammunition
If you hold a NZ Firearms Licence, apply for an import permit from your local Arms Officer.
If you are a visitor, apply for a Visitors Licence at the airport when you arrive, the visitors licence will also be your import permit. The licence lasts 12 months or until you leave the country. You can pre apply online, but it is not required.
