Both of the bolts have the latter style swing safety, the early safety rotated like a Brno.
Early Steyr Zephyrs had the 11mm dovetail, the change took place prior to 863, No 863 has the 16.5mm dovetail, so your 2446 has already been altered.

Thanks Badger. If it was altered, it was done by someone competent. The blueing wear is pretty even across the rifle. I have not seen another 11mm action before difficult to compare. It is a great shooter.
