shocker....... to avoid any more fucking with the receiver what about customised adjustable windage bases?...... a competent engineer could possibly slot the holes in the bases and add cams to lock the screws in the right spots?

Whilst all good advice you may have to cut your losses and move on. I can't imagine a business that poorly run and unprofessional is going to have a good way of rectifying or reimbursement. Many of their other jobs you would suspect are just as disastrous and you'll be joining the que unfortunately.
A bit of 'kneadit' to fill the holes and glue the bases on to cover it..and bob's-ya-uncle
The problem is that the holes have no actual 360° complete thread or only 1. Cutting a 7mm hole in the front receiver or re-welding is the only options. And they aren't real options in my opinion. As one post has said - would you trust it with 60,000psi going off 2 inches in front of your right eye? I'm struggling with it.

Welding on any Mauser rifle steel is a fraught exercise, the steel is well known for developing porosity and it gets worse every time its attempted, even with an expert on the TIG. I don't know why it happens but its well documented by more than one top custom gunsmith on a couple of forums (D Weibe on Accurate Reloading and an Aussie guy whose name I don't recall on Nitro Express). On a bolt handle its manageable, on a receiver, I'd say be very cautious about who you take advise from. Sorry to be so glum . . . . .
Every tradesman makes a cock-up now and then (though seldom as bad as this effort!) and the true test of their ability is to make the job right without the customer being aware of it. In the instance I believe that the customer is owed another action without charge, and to have the job completed by a competent tradesman at no cost. The bubba should have the decency to cover that charge as well.
Im no engineer,but i thort it be a no no attacking a receiver or barrel with a welder or gas torch.Thats a f up,nothing else and the gun doc should pay up.If i put a door in the wrong place in a house.Id have to correct my mistake at no cost to the client.
