Well no I dont think it is,

"firearm—

(a) means anything from which any shot, bullet, missile, or other projectile can be discharged by force of explosive; and"
8><---
any specially dangerous airgun.

Arms Act 1983 No 44 (as at 01 January 2014), Public Act 2 Interpretation – New Zealand Legislation

So archery is lethal, but no restrictions, doesnt come under the arms act, so I'll take some convincing a flamethrower does.

however other things are covered elsewhere I think,

"What is the definition of an offensive weapon?

An offensive weapon is anything that can be used to cause injury. Under the Crimes Act (link is external), an 'offensive weapon' should only be carried with a lawful, proper and sufficient purpose."

So igniting the gorse on a hill you own with one, should be legal, might win you a darwin award mind.

XD
