Airsoft guns? No, Gel Blasters? Certainly not, but yes some blank guns maybe but certainly not "easily" like they claim. You would need to find a barrel and machine it up to fit properly and then the rest of the gun might hold up to a couple of shots before it blows up in the users hands.
There is far more risk on the front line from home made guns like the old shotgun tube and nail, or even Antonie Dixons home made sub machine gun than any airgun converted like they are claiming.
The way the police and government are trying to solve gun crime in NZ is exactly like a doctor repeatedly treating the symptoms of a self harm patient with sticky plasters, they are not looking for the root cause and unless they start to figure that out they will get nowhere and wont keep anyone safer.
