My Howa hates being dirty, copper fouling doesn't take long to build up in mine and when it's there it won't shoot worth bugger all. Strings them all over the place especially when it warms up. Which reminds me, mine is probably due a clean
Assuming all else is equal, a good rest on a sand bag at front and rear.
Also if it has been apart the mag can bind up when re installed which can cause problems as well with the bottom metal bending. Over tightening the action screws is another thing to look out for, mine is good at about 30 inch pounds I think.
Get your mate to load up some 168 ELD-M if he has them, 43 grains of 2206h loaded to 2.75 inches overall length in Hornady brass works in mine. It is a warm load so work up to it. Or 175 TMK it likes them too, or 155 a-max, or 220 grain ELD-X, pretty much anything really.
