Also be wary if you are transiting through any other countries other than your start/end countries (EG a layover in Australia or Hong Kong). Even the USA can be an issue if you transit through from a different country (EG fly out of Canada, layover in Hawaii). Most third party transit countries will want import/export paperwork even if you never see your bag or leave the airport.
That said, it's generally cheaper to fly with it as checked baggage than ship it separately. Just have a pile of paperwork with you and leave at least half a day's time between connecting flights anywhere you're going to hit customs where they'll want to go through your
paperwork.
