More likely a tube mag, not sure what the slots in front of the rear sight are for…maybe somewhere to store an ammo card?

spanish fr8 made for guardia in 7.62 the front sight came from the spanish cetme/ g3 and I think the lower tube is to support the sight block they came with a flash hider and the rings in front of sight are to support a rifle grenade probably tear gas . 5 shot mauser action from santa barbara arsenal I think .c7a1 will know more

No what looks like a gas tube holds the cleaning kit. The Spanish put upsidedown CETME barrels on to Mauser actions.
The FR-8's are neat little rifles but kick like a mule.
