US ammunition manufacturers all load pretty conservatively so I’m not surprised that the factory loads don’t always meet expectations. You do need to check what barrel length they quoted the MV in as this will increase the discrepancy in your own barrel, especially if it is shorter than their test barrel.
Looking at the state of the industry and what’s going on around the world you might want to stock up on factory ammo if that’s what you shoot, it’s not getting any cheaper and you can see where the majority of powder is going.
