If bolt and receiver have unmatching numbers is there an optin for adding both? If I buy a rifle from a member on here, does that trigger the rule?
Are those spray on micro-dots still a thing?

In answer to your first post, Te Tari Pureke have provided the info: "Regulations...require firearms licence holders to place identification markings ( doesn't specify how/where/what method used) on any arms items not already marked...and enable Police to make exceptions to marking requirements if this would significantly affect integrity or value". Sorted. Don't overthink it.
Option 2 , as I'm assuming you are referring to Winchester Model 99 and model 02 which did not get numbered at the factory. being that they are thumb screw "take down" the serial number can be put on the underside of the barrel hidden by the stock.
I would recommend laser engraving which is about $25-30 at a good trophy shop, which gives it a factory finish ( even though its hidden... you will know!)
Hmmm, I didnt realise I had questions untill i started reading this thread!
Just looked up the interpretation of "Arms Items".... does this mean that all things on this list have to be registered?? None of the barrels and parts I have kicking around have serial numbers, same with a bunch of the older airguns etc that I have. Even some of the more modern stuff is only lightly etched and hardly legible once a little worn.
Also what happens if the same serial number is used by multiple different people by accident? Or will there be a way of them issuing unique serial numbers to avoid double ups? Do manufacturers have a system to ensure they don't double up vs each other? Would be pretty annoying to get accused of nefarious activity if you just happened to be using a rifle that has the same serial number as one that has been reported stolen, especially if the register does silly things like tag items as stolen based solely on the serial number forcing dealers and smith's to confiscate a rifle if it's serial number is tagged.
If I have to serialize stuff I'm going to have a little fun and start at 8008135-1, then 8008135-2.
Why not 800 838383?
