Howa for the win.
Yup. Like anything, if you don't continue to innovate and improve you cease to be relevant and price increases basically render your product commercially obsolete. Tikka in my opinion are in this same position, despite the fanboi hype it doesn't do anything that any other rifle doesn't. With a smaller amount of available accessories and usually at a higher price for what is about. One thing you can say for the Rem platform - it's effectively a default industry standard.
The next push forward is going to be rifles chambered in mordern cartridges designed for modern bullets, coming in a 'cheap' polymer composite chassis that allows you to use AICS mags, ARCA rails, adjustable buttstock and comb.
The concept of the bolt action isn't going to get pushed along much further. We are going along the path of incremental improvements to the point that it has become iteration, not innovation.
Some extreme designs like the new American Rifle Company action look interesting:
The Fix by Q is an interesting example, although you can tell the designers live in a hot place as the amount of exposed metal is just too high.
