There are just a tad few more people in Japan contributing to the tax take to pay for this and as mentioned before the population density is high enough to support said infrastructure.......When you have to hire security types to physically force more people into the train in a very UN-PC way because demand exceeds capacity, then it is very definitely viable, but compare that to Chch where there are more people in a single SUV that on a lot of our buses......and the SUV becomes the more economical option (Smaller vehicle carrying a similar number of passengers and has the added advantage that the driver is probably not being paid to do so...)
