A Howa action is a Sako action made in a CNC lathe with modern materials. Lots of talk about "old world engineering" but old world "engineering" was nothing flash. Old world craftsmanship on the other hand........ Nothing wrong with the "craftsmanship" from a CNC lathe. They never turn up for work with a hangover.

Howas are very nice. Mid range Savages are tidy too.
This is one of the reasons why I am using a Howa action as a base for my build.

You would be mad to restrict yourself to buying a boring plastic tikka when they're no better than any number of other options you can buy for the same price or less.

I would wager your Tikka wont out shoot my shitty 7 year old Marlin 243 with its crappy Nikko scope and factory ammo.
No game that this rifle has been used on has lived to tell the tale, and I don't give a rats posterior if I scratch it etc
I have better rifles now, but nothing wrong with the proper Marlins, before Rem took over manufacture

Have had two Marlin XS7s (in 308 and 243) go through the closet and was quite impressed with them as entry level units. Reasonably well put together, good features (pillar bedding, adjustable trigger, fluted bolt etc) and well capable of 0.5" groups at 100m with handloads for alot of shooters. Have shot many a crapper over the years but the XS7 is not one of them. Good worker centrefire. I'd recommend them in their price range. Savage Trophy Hunter is another we picked up recently for $7-800 - another entry level rifle and a fine wee shooter. If you wish to shoot well on the range or in the field both will do the job without spending too much coin.

I like my 788, it may not be new and in baby-killer black plastic. Certainly not crap in my eyes. But, that's just my opinion

I had a Remington 783 for a while, $800 capable of MOA not a problem, only got rid of it for a left handed centrefire. Sure it's not the same as a tikka and occasionally it won't pick up a round from the mag but for 800 I couldn't complain

Nephew turned up 2 years ago with his first rifle, a Remington 770, didnt want to say anything truthful as he was as pleased as with it and said now i have a remy like yours (mine has one less 7 and another 0). Anyhow take it down the river and it shot as well as my 700!, 20 mm at 100 m. Bolts scratchy and binds so i lap and moly it so it runs freely. Stock rings like a drum when you knock it, so space invader foam to the rescue. Its no beauty queen for sure but it ticks the boxes for some and is accurate enough for hunting purposes. I guess budget guns have their place.
