I wouldnt put much weight on this report.
The tester hasn't even said what range he was shooting at and there are no scale markings on the paper.
The return to zero test as described is chaotic and we should be able to see all the shots in one view, Clearly marked but we don’t.
We would need to see comparison using the same rifle and shooter with a known good scope. If the results are good say < 1 moa groups and return to zero from 20 MOA in each direction - then good ! But if it doesnt then its equally likely the rifle, shooter, rest system, ammo, perhaps even wind are contributing significant variation.
There are many makes and models that have been tested in the same series for comparison. Leupolds have consistently been poor under the same test.
