Ridgelight Spot Light. When is it charged?

So i have had a ridgelight spotlight for a while. It's nothing special but works ok for what it is.
What i have always wondered is, how do i know it's fully charged?

The charger charges at a rate of 11.1v, packaging states 7ah. I have seen the battery read as high as 13.4 volts.
What should i be charging it to?

Your talking about a gel cell ?

One of mine had on the side max rate of charge 1amp max charging voltage 14.6 volts.
Which stuck in my mind because lead acid is 14.2

My little charger would go just over a amp if it was really flat and quickly drop away as it charged, i would leave it on till it reached 14.6v. Lasted for a couple of years before it got dropped and leaked. I try not to run them completely flat.
