    From Nelsons navigation and bylaws.

The person in charge of a recreational vessel that is less than six metres in length must ensure everyone of board wears a properly secured lifejacket unless:
    - the person in charge gives express permission for lifejackets not to be worn
    - the person in charge of the vessel considers that conditions are such that there is no significant risk to the safety of any person through not wearing a life jacket. (This puts the burden of safety and accountability squarely on the skippers shoulders so be sensible and ensure everyone wears a lifejacket).

This is the way it should be IMO.
Blanket rules are never a good thing.

No. I would expect that the BCD you wear would be considered a PFD ....Thats what it is for when on the surface.

    or other approved unique identification
Sutherland said the school's paddleboards would be marked with the school name and phone number
So the school must surely need to work out a unique numbering system for each board/kayak/whatever. Trailer number would be no good, nor school name and phone number because they'd all be the same.

The new type of self inflating jackets are good to wear and keep the sun off my neck, I think wearing a life jacket is important with kids aboard, means I can jump in and help if one goes overboard. We are now fully equipped, same when water skiing, wear a good bouyancy vest, cause a hit in the head will require help while I turn the boat!

MSA make the rules, and that is all vessel must have life jackets on board matching and fitting those on board. Councils have their own by laws ans are different from region to region, i.e. waikato all vessels under 6m under way and making way life jackets must be worn, not so for BOP where they don't have to be worn but must be on board. SUP Kayaks are vessels, the Only thing when a SUP is being surfed then no life jacket required. No brainer really. I wear a belt style PFD when paddling as I'm normally quite some distance from shore and I like to be safe and set an example to others. I also surf my sUP heaps and don't wear one then. When I fish by myself I always wear a PFD. In the past if you look at some of my posts I have been asked to recover those who wore no or badly suited PFD and paid a ultimate price.Name on boat makes itr a lot easier for those of us who have been tasked to rescue you or look for you, helps in stolen vessel recovery as well, also helps us to identify those who choose to not follow Maritime regulations. Been a Maritime Officer, Both profreshionaly and honary for 30yrs
