    Yes you are ment to except in an emergency which is the main reason rec boatys have one...in case of emergency.
    I have a commercial radio operators license but only as a result of my past employment....I considered getting a calsign when I bought my boat but couldnt think of any reason to spend another $350 bucks on something I dont need/wont use.

    I got one last year and it was much cheaper than that. However that is a handheld device that may be used on a number of small craft and more that one of those may be on the water at any given time.

    If the name/code has to be unique then how can you know that it is unique unless there is a central register held somewhere? I wonder how well this has been thought through and hence enforceable.

    Your call sign is allocated to you only . It's like ZMK123456 around $45 I think you can choose your own like a domain name .costs a little more to apply for it

    Don't no what that is ? For vhf the minimum requirement is a maritime vhf radio operator . 6 hrs cost $80 . You may not need this just your call sign

    Since I can't use the callsign because it will not be unique to any vessel I'll have to think of a name or three. Tricky if I make the plastic boat because apparently nothing sticks to the stuff.
