Planenutz. I guess with the Modified cases you fall foul of that line from AVSC about look alike components being banned.
All novelty items [e.g. jewellery, pen and USB sticks] designed to look like a bullet and empty shell casings are considered to be imitation ammunition and are not permitted on an aircraft.
Empty brass in a box with live rounds seems to be OK buy loose brass is a no no. Would assume that an ammo box with empty brass would be OK if you announced it when you made your booking.
Dumb rules and staff have no room for interpretation as that line above is quite clear cut.

Or if it was loose you’d get it confiscated, but if it was in an ammo box you’d be fine..... maybe, depending on the muppet and the airport and the day
