There is actually no such thing as a 'Theatrical C endorsement'. Theatrical use is merely one of the reasons that a C endorsement may be granted. The law (as opposed to Police interpretation) only recognizes the endorsement, not the reason it was granted. Having said that, a person with a sound background in such events, a suitable knowledge of what constitutes safe BFA's, and the ability to ensure that all such activity is conducted safely (blanks are capable of inflicting fatal wounds) should be the only person to take charge of such events. That person also has to assume the legal responsibility of the safe conduct of the event. Failure on their part could open the door to huge lawsuits. A theatrical event does not include letting rip a belt full of blanks for the hell of it. Whenever I conducted such events I always contacted the local Police in writing with location, dates and times, backed up by a phone call on the day. I never had a problem as a result.
