A bare, barrel blank surely, is just that.
Until it has been threaded to fit the receiver/action and reamed with a chamber for whatever cartridge is proposed, then it really is only a precision machined steel tube.
There is no need to describe it as a barrel.
Call it a barrel, and it seems Aramex wants to get in your way. A steel tube for engineering supplies - not a problem.
Under section 73(a) of the Arms Act, couriers (carriers) are exempt from the requirements to hold a firearms licence when transporting firearms. The onus is on the customer (seller) to ensure they comply with all legislative requirements pertaining to the sale of firearms and associated products within New Zealand including confirmation that the buyer has a current firearms license.

Amanda at Gunworks said to me you need a permit to courier a barrel. The rifling make it a gun part and it not a triggering event. I drop the application at Local Police at 11 am this morning. Approved at 12:05. Happy times.
I sent and email to the FSA folks asking about shipping a barrel (a pre-fit but not attached to a rifle) and shipping a rifle away for a re-barrel.
In both instances they said it was not an activating event.
