What calibre? Looking at that can I'm guess it's a magnum.
Repulsive creature... like a cross between a politely polished wooded bolt action and a nasty black semi-auto strutting with Picatinny rails. But does it half look like it'll comfortably do whatever work it was bred for.

Interesting project. I remember a few years ago one of the F-Class shooters experimented with barrels longer than 30" trying to get a velocity and hence a wind cheating advantage. I seem to remember they had some accuracy problems (less accuracy than what they wanted) - there seems to be something in the short barrelled bench rest rifles for pure accuracy. You would want the bipod/front rest a long way forward on a rifle like that as well I would think.

Yep, longer barrel, even bull barrel, means more potential for barrel whip (just think sheer length:thickness ratio), and accuracy goes down.
Some velocity advantage should be gained from the longer barrel, as well as there being less pressure exiting behind the bullet as it emerges at the muzzle and thus upsetting it less. I suspect they would eventually have gained their desired accuracy by dropping pressure and velocity a bit. Hitting your target makes you feel much better than chronometer numbers do.
